Thanks to such dimensions, the chair provides support for almost the entire back of the seated person, and often also on the back of the head. At the same time, note that not every high back is a headrest; see the relevant paragraph for more details.
Also note that when choosing a chair with this feature, you must also take into account the height of the user. For example, the same 65 cm may not be enough for a person 190 cm tall, although formally such a back is already high.
