    Buy the UV 82 and don't worry.
    The battery contacts are insulated from water. The clip-on mount can be rotated to any position (removed by flipping "upside down"), allowing it to be attached to slanted straps or belts.
    The mount is made of plastic and after 5-10 incorrect removals, it wears out, after which the radio is held in the clip only by the force of attraction. Waterproofing ends at the microphone opening, where water gets in during rain, making it difficult to hear what the interlocutor is saying. There is no quick channel switch button.

    Зарядка рации от пауэрбанка
    Наверное, Вы не поняли вопрос. Что рация без USB это и так видно, но к ней есть разъем для программирования через компьютер, на этом разъеме есть USB. Таким образом рацию можно подключить к пауэрбанку, но будет ли идти зарядка через разъем для программирования?
