16 multi-threaded Zen 2 cores, 64MB L3 cache. The PCI-E 4.0 controller provides 24 lines of this interface.

AMD's 2019 desktop processor of the year is the most powerful 3rd Gen Ryzen solution yet. It is based on the 7nm process technology, provides 16 cores and 32 threads, which makes it one of the main competitors of Intel's high-performance CPUs such as the Core i9-9980XE. The flagship AMD 3950X OEM processor has a clock speed of 3.5 GHz, which in Turbo mode can automatically increase by 1200 MHz to 4.7 GHz.

The unlocked multiplier allows for custom overclocking, however, you need to take into account that the heat dissipation of the model is 105 W, so for overclocking you need to choose a suitable cooling system (the cooler is not originally included in the OEM package). The "engine" does not provide an integrated graphics core, but it has acquired an impressive supply of cache memory (64 MB of the third level), is compatible with the AM4 mass platform, supports the accelerated PCI Express 4.0 bus and DDR4-3200 RAM.

AMD Ryzen 9 Matisse 3950X OEM price graph

Model overview based on user reviews
The AMD 3950X OEM processor receives generally positive reviews for its high performance in multi-threaded tasks and low temperature levels during operation. However, users note issues with overheating, especially without quality cooling, as well as difficulties with RAM compatibility. It is important to consider that achieving maximum performance requires a good motherboard and proper settings. Overall, the processor is an excellent choice for those who need powerful multi-threaded performance, but it requires careful attention to system assembly.

The review concerns 3900 (WITHOUT X)
A very cozy little chip. My particular unit undervolted well and allowed some fun with boosting. It could work with 3800 memory, but the Infinity Fabric faltered, refusing to go above 1800, otherwise causing WHEA bus/interconnect errors that couldn't be resolved. It's not a huge loss, everything is quite respectable as it is. Single-core performance (and gaming performance) is on par with 8700K-9900K (keeping in mind that 9900K has a 500MHz higher core clock, and everything becomes clear for those "in the know"). In principle, this processor sits somewhere between the 9900K and 10900. Those who like to talk about high latencies, just open Zen Timings, observe the desynchronization in UCLK/MCLK/FCLK, slap your clumsy hands and delete inaccurate comments. A big hello to those who pair such a chip with single-rank memory - guys, don't build PCs, it's not for you) Buy a pre-built one somewhere like Foxtrot, save yourself and others from trouble). Also, a shoutout to water cooling enthusiasts, I'll let you in on a secret that practically any mid-range air cooler can handle this CPU (I had a Dark Rock 4, but you can go for something cheaper with similar efficiency. My PBO limits were set higher than those of the 3900X).
That overclock on the screenshots were intermediate results, unfortunately, I don't have the final ones at hand right now. I gave the system to a friend, was too reluctant to sell it( As a result, single-threaded performance matched the 3900X level, and multi-threaded performance was even better. Boost on all cores was 4200, and stable 4450 on a single core.
Good performance, absolutely everywhere and in everything. For the money that it SHOULD cost, it would have no analogues. But..
    1) The market broke the philosophy of this processor, as it was supposed to cost significantly less than the 3900x while being better (in the right hands), but that didn't happen. In fact, they were either priced the same or the difference was meaningless. These processors are very, very rare, maybe that had an effect..
    2) There are many inexperienced users who manage to "choke" the processor, then go to the comments..
    3) Requires good memory. Good does not mean the most advanced and expensive. Right now, finding reasonably priced dual-rank RAM that can do 3600 cl16 is not a problem at all. Anything that isn't dual-rank noticeably chokes the processor in games because there's a huge L3 cache here, one just needs to organize the data pumping for the processor.. Zen cores are quite fast on their own.
    4) Requires a motherboard with a good power supply. Good does not mean you need to buy something uber-expensive and overclocked, just a good one.
    5) Worked DISGUSTINGLY on the Crosshair 6 Hero x370, stability was not there. Moving to the B550-A Rog Strix solved all the problems one by one, perfect performance. This relates to the processor only in so far as it's for your information.

Before buying, give some serious thought to "what you will use it for?"

I took 2070s, asus tuf gaming x570 and ryzen9 3900x for assembly. If I could return the time, I would most likely take intel. I can’t say that the percent is really bad, it’s just that its advantages are rarely used in my tasks. Multithreading is good for rendering, but for modeling and games it gives very little because these processes are usually one or two threaded and simply run into 1 core. I changed the wraith prism box cooler to a noctua because it is quite noisy and in the tests the percentage gave out 95 degrees right from the threshold. It also didn’t work out adequately to overclock the RAM (kit 16x2 corsair vengeance 3000mhz), the maximum that I got was 3200 by 17. Although reviews, articles, a ryzen calculator, etc. showed completely different indicators. As a result, in RAM latency tests, it shows a value of 75ns (in Intel, this value is two times lower). Even if we assume that very bad dies were caught, then for good ones this value would be in the range of 63-65, which is still a lot.
    -Relatively small TDP
-High RAM latency, actual lock of infinite fabric at 1900mhz
    -Slow stock cooler
    -Comparatively poor for single-threaded tasks
